This is the Pinwheel Skirt designed by Elle Apparel. It's cute because it has the underneath shape of a pencil skirt, with lose fabric around it to make it more relaxed. The pleats are darling, and really aren't too hard to make because of the great tutorial Elle Apparel has here. She gives really detailed instructions on how to cut out the fabric and sew it together. I love her blog because she has so many ideas and gives instructions in a way that makes it look easy..... So easy that I tried it!
I took me approximately 3 hours from start to finish.
And the fabric only cost me $6.65 for a yard and 1/3 (seersucker fabric on sale at Joann's)
(also didn't use 2 yards like the tutorial says because since the fabric is double sided, I only had to cut out 2 triangles - this will make more sense if you read the tutorial.)
I also made a matching headband. Here is how I made it.

Sooo cute Skye! I'm impressed. And the model is really cute too :)
